Technical
Assistance Team attached to the PMU and ETPs
The Technical Assistants Team will support the PMU in the overall
management, concept development, strategic aspects and design
of the EC-Egyptian contribution to the TVET reform programme.
The core TA team has 5 international experts and one national
expert. The team is lead by the Team leader who is in charge of
the management and conceptual frame of the Egyptian-EC cooperation.
The team has the following professional ori-entations: procurement
and finances, development of tender’s policy development,
train the trainers (ToT) programs, TVET system development and
policy, MIS and M&E (manage-ment information and monitoring
and evaluation), sectorial advisory services in the devel-opment
of training in the garment sectors and ETP development issues.
After the establishment of the first ETP in the garment sector
the programme will implement further 11 ETP’s. Through tenders
two more TA-Contracts (2 and 3) will be concluded and the present
TA team will be increased successively by international short
term experts at-tached to the 4 ETP’s of contract 2 7 ETP’s
of contract 3. Each TA contract will have a local management unit
to coordinate the respective contribution of the contracts and
assist the PMU in managing the impact. The sectorial short term
experts will be attached to the ETP’s management, which
will have the same organisational structure as the first pilot
ETP in RMG.
Those international and national short term experts will tackle
question like institutional and organisational development (OD)
of ETPs, ToT and all questions of capacity building and infrastructure
development of TVET suppliers and development of TVET institutions
and in – company training facilities, development of master
plans for training and TOT, auditing of training centres, sector
studies and related sectorial aspects of ETP in the sectors and
companies.
They will also handle aspects of awareness creation among stakeholders
and target groups and visibility issues. There will be also specialized
international and national short term expertise for specific TVET
related subjects like identification of sectors, mapping of industries,
labour market issues, public relation and visibility, development
of knowledge bases, HRD aspects and coaching of key staff in companies
and TVET suppliers, studies on company and economic sectors related
questions and issues on system development and problem solving.
The PMU along with the TA team will be fully managed and led by
the TA team leader over the 6 years life span of the programme
and he will be assisted for the overall implementation and management
of the programme by the team.
The TA core team of Contract 1, attached to the PMU, will be in
charge to accompany all the TA contracts (2 and 3) and also those
components implemented by further contracts identified and tendered
during the live span of the six years project.
