T he
TVET Program is based on the provision of skilled human resource
as the key solution for Egypt’s economic development challenges
and it is carefully designed to ensure the final delivery of a
modern, consistent and sustainable TVET System.
The implementation of Institutional Capacity Building strategy
will entail an efficient national TVET platform while following:
The program’s
three consecutive main components:
THE
DEVELOPMENT OF DECENTRALISED AND DEMAND-DRIVEN TVET INSTITUTIONS
Component
1 reflects the TVET-Infrastructure concerned about the building
of 12 local/regional pilot models “Enterprise-TVET-Partnerships”
(ETPs) across pre-selected economic sectors to lead the role of
the “Link and Match” of private and public TVET providers
with the realistic demands of the private sector industries for
skilled labour in addition to ensure in-service aswell as pre-service
TVET delivery in all practical avenues from learning process to
ideal business locations and best practices of administrative
forms.
2. THE
IMPROVEMENT OF THE QUALITY OF TVET DELIVERY
Component
2 is to ensure the TVET-quality feature that focuses on the development
and delivery of demand led and practice oriented high quality
training skills in the framework of the previously established
partnerships under component 1.
“ETPs” aims to improve and modernize skills in addition
to enhance competency in TVET institutions and enterprises by
using modern demand driven curricula, methods and media tools.
3. DEVELOPMENT OF NATIONAL REGULATORY AND SUPPORT INSTITUTIONS
FOR A DECENTRALISED AND DEMAND-DRIVEN TVET SYSTEM
Component
3 is about the system-reform specially designed to capitalise
both on the existing experiences, expertise and capacities and
the developed ones under the previous 2 components in the forthcoming
National TVET Reform process.
Therefore
two major tasks & activities are identified:

To promote the experience
while maintaining the broad stakeholder agreement for the
formulation of the reform policy.

To establish a sustainable
regulatory framework and a TVET system support structures
Key players and bodies
of the programme are:
The Tri-ministerial
Committee (TMC) consisting of the Minister of Trade and
Industry (MTI), the Minister of International Cooperation (MIC)
and the Minister of Manpower and Emigration (MoME), who will chair
the committee. The TMC is in charge of overall guidance of the
programme.
The Board of
Trustees (BoT), consisting of the MTI taking the chair
, together with representatives of other relevant ministries and
entities. BOT main function is to supervise the Programme
Management Unit (PMU) which is the executive body of the
programme. Technical Assistance (TA) is strictly
attached the PMU as an integral part.
